Circulation Services

Service Description


The Library Circulation Section’s goal is to ensure that all library patrons find the materials they need in the proper location, quickly and easily, and they receive knowledgeable and friendly assistance in all circulation functions. The section also handles all transactions pertinent to the borrowing and returning of books, validation/activation of library ID, payment of overdue fines, and signing of library clearance, etc.

Loan Policies


The majority of items within the library’s collection may be borrowed for a number of days. Books with multiple copies can be borrowed for home use and books with single copy are treated as reserve material and can be borrowed for overnight only.  If the due date falls on a holiday when the library is closed, the loan period will be extended until the next day the library is open.  Library customers may check-out library materials for home use:

Fines


It is the policy of the library that patrons having overdue materials will not be permitted to check out additional materials until the overdue items have been returned and fines paid, or compensation made for the cost of each item overdue.  Patrons with overdue fines must also pay their fines before items will be circulated to them. Sundays and holidays are included in computing the fines.  

Overdue Notices


The Circulation Section of the level library regularly sends a notice to patrons alerting them of overdue books, and fines owed. Overdue notices are sent as a courtesy. Failure to receive these notices does not remove the borrower’s obligation to return the materials by the due date or the recall due date, or does it constitute grounds for reducing a borrower’s fine.



Non-Circulating Materials


The following types of materials are to be read/used inside the library only:


1. General references (such as encyclopedias, atlases, dictionaries, handbooks, manuals, gazetteers, etc.)

2. Periodicals (such as newspapers, magazines, journals, ephemeral materials, etc.)

3. Theses

4. Illustrated books

5. CD-ROMS, etc.

      

Note: Faculty members may also check-out periodical materials for home use.  Overnight only.



Lost/Damage Books


1. The borrower should report immediately to the circulation in-charge or to the librarian when a book is lost, otherwise, he/she will pay the overdue fines incurred until the day the loss is reported.

2. The borrower must replace the lost/damage books with the same book plus a processing fee of PhP 50.00.

3. If not replace, the student/faculty must pay the current value of the book.



Reserves


Faculty members may place materials needed for course/subject assignments on reserve in the Library. Students may request these reserve materials from the Circulation Desk. Most reserve books are for Library use only, unless the professor has requested a limited circulation period.


The Libraries maintain reserve collections to class-related materials to support the academic programs. Books are placed in reserve collections and circulate for shortened loan periods. The Libraries will place on reserve a maximum of ten titles for a single course. Submit a list of books/materials to be put on “reserve” and indicate if the material’s needed is either a required reading or supplemental and the week or date it is needed. The standard loan period for reserve materials checked out in a library is 1 hour or for an overnight. Please make sure your materials are on reserve before making assignments.  To assure availability of material prior to the start of classes, submit requests for the 1st semester by last week of May, 2nd semester by last week of October, and summer sessions by last week of March.



Statements on Copyright Restrictions


RA 8293, also known as Intellectual Property Code of the Philippines governs the making of photocopies or reproductions of copyrighted and other unpublished materials. Under certain conditions specific in the law, libraries and archives are not authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship, or research.” If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of “Fair Use,” that user may be liable for copyright infringement.


This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.  Sec. 185. Fair use of a copyrighted work applies on the following conditions: (1) The purpose and character of the use, including whether such use is of a commercial nature or is for non-profit education purposes; (2) The nature of copyrighted work; (3) The amount and substantiality of the portion used in relation to the copyrighted work as a whole; and (4) The effect of the use upon the potential market for or value of the copyrighted work.
